T-Orange won’t share the airwaves

T-Mobile and Orange won’t be handing over any radio spectrum when they merge, despite the fact that T-Orange will own almost half the available airways.

The combined force will have licences to operate in 170MHz of radio spectrum, compared to Vodafone’s holding of 76MHz and Orange’s 66MHz, but the operating officers of both companies have told a conference that they see no reason why they should give up any of that holding to appease Ofcom, the UK’s regulator.

It’s easy to imagine nothing happening prior to the merger, and then Ofcom (greatly slimmed down by a Conservative government) negotiating an agreement by which Vodafone and O2 get to keep their 900MHz allocations in exchange for not making a fuss about T-Orange’s holdings. And you can see 3 left shouting from the sidelines and increasingly dependent on the network-sharing agreement that was set up with T-Mobile before things got quite so strange. ®

Vodafone/O2 have been hanging onto their spectrum in the knowledge that a Conservative government next year will mean Ofcom getting knocked back and plans again thrown into chaos. By then, the EU mandate will require the government to allow the deployment of 3G into 900MHz (which must happen within six months of the Directive coming into force) and T-Orange and 3 will just have to suffer.

这么看的话，不止900mhz的拍卖会泡汤，1800mhz也不更会有什么动静了。。。

这次的政策改革只能说“生不逢时”，如果保守党一上台，Ofcom基本上就没法拿vodafone和O2开刀。T+O只能靠合并来应付，至于和记3G的前景似乎确实是越来越黑暗了。。。

真的是要不停的移动才能找到信号>_<

管你O2/T-mobile/vodafone，一进房间就掉回GPRS。只能勉强收到1格信号，打电话都经常断线。

（我怀疑这房子是不是设计上就屏蔽了手机信号，那不如连2.4Ghz也屏蔽算了，这样室内用蓝牙和WiFi都省得设密码了，保密性不错>.<）

看来只有把900mhz频段开放给3G服务才是改善信号覆盖的关键，EU这次算是作了个正确的决策，接下来5个月的时间就看Ofcom怎么办了。

目前vodafone和O2目前在英国瓜分了900mhz的GSM频段，其他几家公司分摊1800mhz。当年3G刚准备起步的时候，各家公司为了竞拍有限的频率资源都不惜重金。理由很简单，当时3G系统唯一可用的频段就是2100mhz，抢不到就基本没戏了。vodafone为了一张3G牌照砸了将近60亿英镑；BT（就是现在的O2）花的最少——也超过了40亿。

使用高频段有助于在用户密集的区域提高频道复用效率，但弱点是信号衰减快、覆盖范围小、穿透力差。即使提高基站密度也还是不能彻底杜绝信号死角，就连在伦敦这种跟“高楼林立”完全不搭边的地方也很明显。抛开3G，1800mhz的GSM网络同样存在这个问题，所谓的v家信号最好在一定程度上也是这个原因：T-mobile和Orange都只能用各自的1800mhz频段，市区有死角、郊区覆盖不够远。而v在市区有可能是900+1800的双重覆盖，市区外可以单用900。假设各家基站数量和密度基本相当的话，vodafone显然有优势。至于3G的覆盖问题，大家都用2100mhz，所以谁都没办法。。。

（好吧。。。我不是专家，也不是业内人士，瞎掰就到此为止吧，免得闹笑话。。。）

但至少可以肯定的是，把900mhz频段腾出来给3G对于绝大多数用户来说只有好处没有坏处。现在要想找个‘非3G’的手机还有点困难（呃。。。其实绝大多数‘黑莓’都不是。。。），但是GSM系统还有1800mhz可以用，如今不支持1800mhz的GSM手机基本上早就在博物馆里了。去超市20镑买个手机都是“双频”（这个词。。。第一次听说最少是10年前了，好像是诺基亚还是摩托骡拉的广告>_<! ）

不过要是直接开放900mhz，那vodafone跟O2就捞了大便宜。“3”由于进入英国最晚，没有2G牌照，但却在几年时间里建成了英国覆盖最广的3G网络（T-Mobile和Organge合并后就难说了）。一旦前面两家网络开始在900mhz部署3G服务，剩下的3家公司之前在2100mhz牌照上的投入就变相的“贬值”了。本来就“不太公平”的竞争就会更向一边倒。当然Ofcom没那么傻，部分900mhz频率的重新拍卖早就在计划中，只是目前看来能不能拍成还难说。。。

看来真正的“移动宽带”还比较遥远啊。。。
